Democrats in the Michigan Legislature have begun a tough battle over funding the state's main college scholarship program.
Michigan's qualifying high school grads can get free college tuition through a proposed plan that draws on the state's lotteries, casinos and donations, state Rep. Fred Durhal Jr. said today.

The House Education Committee recently voted on new legislation for the expansion of the Education Achievement Authority. Despite strong resistance by Democrats and various education interest groups, House Bill 4369 will soon make its way to the House floor. Critics have described the EAA as a hostile takeover of local education systems while supporters claim it is necessary to turn around failing schools. Rhetoric aside, the jury is still out on the efficacy of the EAA as it has only been in operation for less than a year. However, the Louisiana Recovery School District is a system that has been in place since 2004 and can give us insight into how the EAA in Michigan could look.

Education has been high on Michigan's agenda for years and with the job market demanding higher educated employees, this has created more competitiveness in the job market, affecting all ages and areas for careers. Over the last two decades, Michigan has implemented several initiatives for funding higher education. The Student Equity Plan proposed by Senator Bill Sederberg in the late 1980's was the first plan based on undergraduate instructional cost. Governor Engler established the "tier system" in the 2000's and in 2006, the Republican Party moved away from Engler's tier system and replaced it with the performance funding model, which is Michigan's current appropriating model.

In 1994, Michigan legislators drafted and passed Proposal A: an education finance plan that resulted in drastic changes in the way public schools was funded. One of the main goals of Proposal A was to reduce inter-district spending disparities and eliminate educational inequality. Proposal A increased state aid to the lowest spending school districts and limited the future increases in spending in the districts that were already high spenders, thus abolishing local discretion over school funding. This was accommodated by a rise in the state sales tax, increasing it from four to six percent and reducing the reliance of school revenues on property taxes.

Earlier this year, Michigan Department of Education announced to raise the cut scores for the Michigan Educational Assessment Program (MEAP) tests. While there are mixed responses from teachers and superintendents, it is generally believed that this is a step towards education reform in Michigan. Arne Duncan, US secretary of Education commented on this action as “Michigan being honest with students on where they stand” and this action will put “kids first by taking critical steps to help them compete in a global economy”.
